The coal industry has been a basic industry in China for a long time,and the absolute consumption of coal as the main foundation energy is increasing,its sustainable development is also related to the healthy development of national economy,simultaneously and the safety of the national energy economy.With the rapid development of the economy,however the production of coal is increasing and the safety accidents occur frequently.The problem of safety production has seriously restricted the healthy development of the coal industry.As is know to all,safety production is the lifeline and happiness line of coal mines.Moreover,without safety production,there will be no benefit,stable development and family happiness of employees,which will directly affect the overall situation of building a harmonious socialist society.Therefore,safety production of coal mine must have a corresponding set of safety management measures as a guarantee,and the input of safety management will eventually become the safety cost of coal mine.For a long time,if safety investment of coal mine has been insufficient,that will lead to the low cost of safety,accidents happen frequently,production delays,increased operating costs.In themeanwhile,high cost of safety will also increase the production cost and waste of social resources.How can we guarantee the safety investment is reasonable,simultaneously how to control on the safety investment of coal mine project as far as possible is the problem we should ponder.Therefore,we are in pursuit of reasonable safety cost,we also need a quantitative safety management method to determine the size of safety cost,control of safety investment in reason,optimize the structure of safety cost,and ensure the normal operation of the coal mine on production plan,and ultimately it will achieve the desired security goal.In order to control safety cost of coal mine effectively and improve the level of safety management,the paper has redefined method,index and parameter prediction of the traditional earned value and established Safety Earned Value method of coal mine safety based on study of the traditional earned value theory,through the application of Six Sigma quality management method,AHP,Fuzzy Comprehensive Evaluation method,the grey Markov forecasting model and deviation analysis.In the safety management of coal mine,through introducing the earned value method to the safety management of coal mine,taking the safety input as the research object,count the cost of a variety of security management activities,dynamically tracking and controlling safety cost of easily management and quantization,The Safety Earned Value method provides an effective analysis method for safety management and decision-making of coal mine.The results show that the application of the Safety Earned Value method can not only help managers to accurately grasp thesafety state of coal mine project,but real-time monitor safety cost investment of the coal mine,so in order to ensure the safety of the project.It is beneficial not only to improve the safety management level of coal enterprises,but also to ensure the maximum benefit of safety production.In the study of the Safety Earned Value method of coal mine,the main work is done in the following aspects:(1)Based on the research and application of Earned Value method in domestic and overseas,this paper has analyzes detailedly the parameters,indicators,prediction variables and specific steps of Earned Value method,then points out its advantages,disadvantages and influencing factors.At the same time,the paper has emphasized the importance of safety management in the project of coal mine and scientifically demonstrated the possibility of combining Earned Value method with safety management of coal mine through the research related knowledge of project management.(2)In the construction of Earned value method of coal mine safety,the paper has redefined the parameters,evaluation index.In the meawhile,the paper has introduced the evaluation index which called safety guarantee degree of coal mine by bringing the principle of quality management in the process about production to safety management of coal mine and building a standard of the evaluation index as to ensure the reasonable scope.(3)Through the research on relevant theoretical knowledge about safety management of coal mine,the study scientificly has found that methodsconcerned the traditional safety management.are not dynamically tracking and controlling of safety cost and safety situation project in coal mine.Nevertheless,the Earned Value method is a project management method which could solve this problem,and it has the advantage of monitoring the implementation of project schedule and cost simultaneously.But there are also some shortcomings such as the limitation of application,low accuracy.Through applicating the traditional Earned Value method to safety management of coal mine,we not only dynamicly monitor the whole process of project in coal mine,but also expand its scope of application.That provides a new analysis method and theoretical basis for the personnel involved in the project decision-making and management of coal mine.(4)The paper has improved deviation analysis and increased the evaluation method which called safety guarantee degree of coal mine,based on the original traditional Earned Value method.Then it also applicate AHP and Fuzzy Comprehensive Evaluation to establish the actual safety guarantee degree of coal mine and construct the grey-Markov prediction model to quantify the plan safety guarantee degree of coal mine.In the mean time,it has established coal mine safety evaluation system.Finally,based on the case analysis,article has calculated the concrete steps of Safety Earned Value method in the coal mine,further,demonstrated its availability and effectiveness.
