In recent years,the frequency of heavy pollution weather in our country is increasing gradually,and the air pollution is more and more serious,to improve the air quality of the environment has become one of the goals of environmental protection work in China"in 13th Five-Year".In the”13th five-year plan for ecological and environmental protection”,It is proposed to speed up the construction of the"ecological protection red line?the bottom line of environmental quality?the utilization of resources on the line and the negative list of environmental access"?referred to as"three lines and one single"?.According to the main tasks of the bottom line of environmental quality in the“three lines and one single,”to meet the requirements of environmental quality improvement,It is necessary to determine the sub-regional and phased environmental quality objectives and the corresponding total pollutant emission limits.In this paper,the calculation results of the atmospheric environment capacity are taken as the upper line value of pollutant discharge.This paper mainly studies the planning area of lanzhou new district,Three kinds of conventional pollutants such as SO2,NO2,and PM100 as well as VOC,a characteristic pollutant in the petrochemical park,were selected as capacity estimation factors.Using the measured surface wind field data in the region to analyze the characteristics of the near-ground wind field,the CALMET model was used to simulate the high-altitude air field in the region.Collect data of pollution sources in different periods of planning,and make statistical analysis of pollution parameters.Using the monitoring data of atmospheric environmental quality in the New District in 2015,analysis of regional environmental quality,environmental quality objectives are classified according to regional environmental background values.Calculate the ideal environmental capacity in different seasons of the new area by means of the A fingering method,at the same time using CALMET model to study the mixed layer of the area,to determine the maximum self-purification capability of the atmospheric environment in the new area,provide guidance for the macro guidance of regional total control.The CALPUFF model was used to predict the environmental impact of planned pollution sources in different periods.Based on the prediction result of CALPUFF,using multi-source model simulation to calculate actual capacity under different environmental goals.By comparing with the calculation results of A-value method,the upper emission values of pollutant emissions under different environmental goals are determined.The main conclusions are as follows:?1?Statistics on pollution source parameters of existing development planning programs in Lanzhou New District during different planning periods,in 2020,the annual SO2 emission of all pollution sources in lanzhou new area is 5621.20t?the annual NO2 emissions is 8152.76t?the annual PM100 emissions is 2265.9t?the annual NMHC emissions is 5623t;in 2030,the annual SO2emission of all pollution sources in lanzhou new area is 8019.2t?the annual NO2 emissions is11221.3t?the annual PM100 emissions is 3963.32t?the annual NMHC emissions is 7580t.To analyze the monitoring data of environmental status in thearea in 2015,the results showed that the concentrations of SO2,NO2 and NMHC in each monitoring point in the region all reached the standard,the concentration of PM100 exceeded the standard in different degrees.According to the environmental air quality standards,combined with the background value of environmental quality of each pollutant,the regional environmental air quality target level is divided into“level 1?excellent level?”?“level 2?good level?”?“Level 3?early warning level?”?“Level 4?bottom line level?”.?2?The simulation results of CALMET model show that,the height and wind speed of mixed layer in Lanzhou New District have obvious seasonal changes.Capacity calculation results show that,the ideal environmental capacity of SO2 is 243863t/a?the ideal environmental capacity of NO2 is 97530t/a?the ideal environmental capacity of PM100 is 78217t/a.And the environmental capacity of different seasons is quite different,the environmental capacity of SO2 in different seasons is 23014132418t/a?the environmental capacity of NO2 in different seasons is1148842543t/a?the environmental capacity of PM100 in different seasons is 1219026383t/a.?3?Based on the existing development planning scheme of lanzhou new district,Based on CALPUFF model,the prediction results of planning pollution sources are obtained,the multi-source model simulation method is used to calculate the actual environmental capacity under different environmental quality targets in different periods.The results are compared with A value method,Finally,the recommended value of pollutant emission in Lanzhou New District was determined.Calculation results showed,under the environmental quality objectives of"level 1?excellence level?",in 2020,the online pollutant emission values of SO2 is 50532.85t/a,NO2 is7878.72t/a,PM100 is 17430.77t/a,and NMHC is 2923.96t/a;in 2030,the online pollutant emission values of SO2 is 52184.64t/a,NO2 is 6923.95t/a,PM100 is 16687.58t/a,and NMHC is 2898.24t/a.under the environmental quality objectives of"level 2?good level?",in 2020,the online pollutant emission values of SO2 is 125868.52t/a,NO2 is 13873.39t/a,PM100 is 43576.92t/a,and NMHC is 11920.76t/a;in 2030,the online pollutant emission values of SO2 is 129982.85t/a,NO2 is 12192.18t/a,PM100 is 41718.95t/a,and NMHC is 11815.88t/a.under the environmental quality objectives of"level 3?early warning level?",in 2020,the online pollutant emission values of SO2 is 201204.19t/a,NO2 is 19868.07t/a,PM100 is 69723.08t/a,and NMHC is 20917.56t/a;in 2030,the online pollutant emission values of SO2 is 207781.06t/a,NO2 is 17460.40t/a,PM100 is 66750.32t/a,and NMHC is 20733.53t/a.under the environmental quality objectives of"level 4?bottom line level?",in 2020,the online pollutant emission values of SO2 is 282334.91t/a,NO2 is 25006.36t/a,PM100 is 91511.54t/a,and NMHC is 29914.36t/a;in 2030,the online pollutant emission values of SO2 is 291563.75t/a,NO2 is 21976.03t/a,PM100 is 87609.79t/a,and NMHC is 29651.18t/a.
