Distribution automation system integrates the real-time information of distributionsystem, parameters of grid structure with geographic information by employingmodern communications technology and computer network technology. As acomplete system, it can achieve monitoring, protection, control and distributionmanagement of the distribution system under the normal operation and accidentconditions. Reliability refers to the grid companies to provide a stable, continuouspower supply to the end user, it also is a comprehensive reflection of the company'stechnology, equipment, and service and management level. As the very end of thepower grid, power distribution grid cell is the most important and most complex part,the improvement on stability and reliability of power supply system is essential tousers.According to statistics,80%to95%of power outages occurred to residents can beattributed to grid failure caused by the distribution network. Therefore in order toreduce the possibility of power outage and improve the reliability of power grid, it isnecessary to research on the distribution automation, power supply reliability, andpositioning on grid failure. Besides, combining with marketing business system, theNational Network GIS, electrical collection system, repair production system withother systems, we can achieve business information fusion, as well as rapid andaccurate access to the user's location information, detailed distribution network faultlocation, etc., which greatly reduce the fault repair time, improve customer servicesatisfaction and standardized electricity distribution network management level.Detailed work includes:(1) To solve the different distribution network have no rational unified evaluationmodel problem, this work proposes a comprehensive quantitative model and anevaluation criteria distribution about power network; describes the distributionnetwork reliability decoupling theory from the frequency of power outage, the scope,duration etc; normalizes specific values of different dimensions to score scale systemby using fuzzy membership; converts the actual value to the corresponding workevaluation to establish an effective evaluation index system. This system cancharacterize comprehensive quantitative model about reliability level of distribution network more systematically and completely.(2) Against the issues of independent information system that can not carry out acomprehensive and specific analysis of business for the power distribution network,this work proposed a production-cored information fusion target. Based on theprinciple of "single source, global sharing", it is not necessary to build newindependent systems, but to use of technical means and reasonable integration of theprofessional system data to form a virtual large system; not necessary to repeatmaintenance on data, but to seamlessly fuse the information regarding theprofessional data for macro accordance, finally to achieve the integration withproduction as the core of the marketing, distribution and business unification.(3) Establish an integration of power distribution automation system based on theInformation Fusion of Marketing and Power Distribution. Aiming at the independentoperation of each system, this work proposed to build a power distribution automationsystem of production and repair command platform, based on the foundation with thearchitecture of information systems, by considering the design of informationexchange bus and the penetration of information integration, integration of the powerdistribution production and repair, the Power Distribution Automation System'soperation and maintenance capacity.(4) The engineering's application of the distribution network production and repaircommanding platform has verified the effectiveness of the State Grid GIS geographicinformation system as a “link". By using the interactive information IEB bus tocomplete the Marketing System, Distribution System and other data's unity ofexpression and information sharing, we can achieve the information integration oftight vertical and horizontal between the various applications systems, providing agood communication platform for Customer Service, Repair Personnel and ReportPersonnel, and finally achieve the integration of the distribution network productionand repair for command platform, to improve the practical requirements of highreliability power supply.
