Study On Low-carbon City Evaluation Index System And Strategy In Shenyang

Global Summit in Copenhagen, Low-carbon economy is the focus of discussion?People of insight of all global reached consensus:In order to achieve the sustainable development of the world, response to global warming and a series of issues of environmental degradation, human beings must choose to go low-carbon economy development road, otherwise, humans may perish. Earlier people only pay attention to the economy does not focus on the environment, however, excessive consumption of disposable fuel caused global warming has caused widespread concern around the world. The temperature continues to rise in worldwide, and caused the frequent occurrence of natural disasters, even a threat to the survival of mankind. According to UN statistics, more than half the world's population are living in cities, and the city emitted greenhouse gas share reached 75% of the total. Therefore, in order to ensure and achieve sustainable development worldwide and mitigation of climate change, cities need to reduce carbon dioxide emissions and should be proactive in the development of low-carbon economy.With the rapid increase in world population and economic development and urban carbon continuation of production and lifestyle, greenhouse gas emissions are still increasing rapidly, serious damage to the city's ecological environment, urban living environment also faces the most serious challenge. With the development of world economy, incontinence of population and continue of high carbon production way of life, the greenhouse gas emissions increase quickly, city's ecological environment was seriously damaged, and the city living environment is facing serious challenge. From the "Kyoto protocol" in 1997 to the "Bali roadmap" in 2007, and then to Copenhagen UN climate talks in 2009, all countries are seeking for ways and means for carbon emission reduction targets and responsibility actively. China is in the high speed period of urbanization development, the ecological environment of the city will be the top priority in the process of China's sustainable development. For resolving the survival crisis, and create a better living space, the construction of the low carbon ecological city will be a necessary way.In order to promote the further development of low-carbon city, must establish a reasonable design, easy to operate, low-carbon city evaluation index system, so as to identify the low-carbon urban development of the main problems, low-carbon economy for the city to provide management and decision support scientific theory. This article theoretical framework for the use of domestic scholars, explore the establishment of a Shenyang in line with our evaluation system for low-carbon urban development, the core idea of sustainable development, by the urban economic system, urban social systems, urban environmental systems and urban transport systems four systems,22 indicators form, trying to fully reflect the low level of development of low-carbon city Shenyang.Using the evaluation system, in thesis, the level of economic development in Shenyang, social development, environmental development, transportation development level and the level of low-carbon economy development of a comprehensive evaluation and analysis. And based on the evaluation results of the propose low-carbon urban construction in Shenyang policy from three levels, first, the level of planning; second, the implementation level; the third, level of legal. Proposed for Shenyang the construction of low-carbon city and favorable development of low-carbon economy countermeasures and suggestions.
