In February 2013,the State Council issued Official Reply of the State Council Concerning Agreeing Qinghai Province to Setting up Haidong as a Prefecture—level City Region Instead of Haidong Region.Since that,Haidong has become the youngest city around China.Meanwhile,in National Plan on Main Functional Area, the region of Lanzhou—Xining has been confirmed as a major urbanized area and key development area that owns a strong resource and environment carrying capacity, and good conditions for population conglomeration and economy development. As the regional social economic development relies on the reasonable spatial structure, this thesis aims to illustrate the simulative analysis of the regional effect on Lanzhou—Xining economic zone by the urban spatial restructure of Haidong's passive administrative dividing adjustment. In the theoretical part, the urban spatial reconstruction has been mainly divided into two types—active type and passive type. The former one focuses on the major cities restructured spontaneously due to the improvement of service level and mainly refers to research of internal urban spatial structure, while the latter focuses on the small and medium—sized cities restructured after the adjustment of administrative division and mainly refers to the research of external urban extension. The two types have been coexisting since China is in the social and economic transformation period. This thesis analyzes the effects brought to regional development by urban spatial reconstruction as a result of the passive administrative division, taking Haidong for an example. In the empirical part,it firstly elaborates the realistic situation of Haidong's urban spatial reconstruction;next, the driven force and restructure mechanism are analyzed to explain why and how this city is reconstructed. Then,it analyzes the point—face relation between Haidong city and Lanxi economic zone and predicts the regional effects on Lanxi economic zone by Haidong's urban spatial reconstruction. At last, the regional strategy is proposed for the future development of Lanxi economic zone.Through analysis of association strength and membership degree,it is found that Haidong's potential index and urban spatial membership degree are ranked only second to Xining and Lanzhou, which indicates that the opportunity of Haidong's urban spatial restructures is mature, and corresponds to Lanxi economic zone's future development needs. The overall autocorrelation analysis also shows that correlation exists among the counties in Lanxi economic zone;however, according to the partial autocorrelation analysis as well as the urban spatial association strength and spatial membership degree,Lanzhou city doesn't bring growth pole into full play, the counties scatter and develops by themselves. Therefore, the urban spatial reconstruction caused by Haidong's passive administrative division adjustment is beneficial for the perfection of regional spatial structure in the eastern part of Qinghai province and Lanxi economic zone, and the integration effect, phase correlation effect, and resource optimization effect are expected to be in full play.On one hand, the dual space structure can be formed when it is united with Xining,so as to improve the capabilities of aggregation and radiation towards the eastern part of Qinghai province and Lanxi economic zone;on the other hand,Haidong bears urban functions of a intermediate level city, which frames a bridge for Lanzhou and Xining and deepens their relevance level,so that the spatial connection effect of 1+1>2 among Xining—Haidong,Haidong—Lanzhou, and Xining—Lanzhou areas come into being, the regional spatial structure can be completed and the regional development can be improved.
