The production organization problem of port is the key subject in the field of engineering and academic study. Scholars have been devoted to exploration to improve the efficiency of terminal operations of all levels. On the basis of understanding coal terminal handling process and taking loading and unloading ship optimization scheduling problem as the research object, this paper studies the configuration of coal terminal auxiliary decision system for short cycle production. It is system function oriented and established mathematical model whose goal is the least time in port and least consumption of resources. The model is solved by algorithm.The main research results are as follows: this paper analyzes the complexity of coal wharf handling production from two points of view: objective and subjective angle. On the basis of which, it makes system requirements and function analysis, and designs the overall configuration of decision-making system. The system requirement is to generate operation plan for a short period. The main modules are data management, intelligent scheduling and planning. The top-level design of the system is the simulation rehearsal, making further research of the composition and connection between the system modules too.The main task of the decision-making system is automatically generating the ship loading and unloading plan. This paper further study the constraints about the loading and unloading ship scheduling, respectively aiming at the shortest time, the least energy consumption as well as the comprehensive goal. It established mathematical model of job scheduling, verifying its accuracy and engineering applicability by real data test. About the solution of scheduling problem, the paper uses two different types of algorithm, heuristic algorithm and genetic algorithm testing respectively to fulfill the task, on the basis of further research of the scheduling rules. The solution ensures the normal system output, dynamically generating feasible production plan and finally realizing the system function.
