In order to protect the safety of the Electronic Toll Collection system, the communication between On Board Unit(OBU) and Road Side Unit(RSU) is encrypted. So it is necessary to design a secure key management to centrally manage these keys, ensuring the security of the ETC system.In this paper, based on the characteristics of smart cards and ETC system, the creation of the key, the transmission of the key, the storage of the key and a key card authentication system with the key system as the main in order to improve the security of the system are analyzed and designed. The paper presents a key generation scheme that application keys are derived from a root key with the unique ID of the smart card layer by layer, achieving the goal of "one card one key" to ensure system security. Based on the characteristics of the smart card, this paper proposes a scheme taking card master key of the smart card as the protection key during the transmission. Taking some of the security issues of smart card into account, this paper proposes that the most frequently used keys, business master keys, are stored in a more secure storage, hardware encryption machine, and the function of injecting keys into the machine was implemented. Based on the characteristics of the smart card, a scheme of key card authentication system is designed that making key cars have to get authorization from their authentication card before using these key cards to standardize the management of key management system and improve the security of the whole system.The existing key management system can only generate a fixed set of key system, but any alter in the number of the applications in the ETC system will change its key system, therefore it is necessary to develop a new key management system for creating a new key system. In recent years, with the development of ETC technology, its applications are more widely. This paper proposes a key management system design which can be adjusted, based on the characteristics of the ETC system. By adjusting the key number and the number of the level of the key system, it can meet the needs of the change of the key system.Finally, based on the characteristics of the Wuhan Electronic Toll Collection system, the overall structure and function of the system had been designed. And the Wuhan ETC key management system was implemented successfully.
