Water is an important factor that promote or constrain economic development. There exits many problems of water. For example, the shortage of water resources, the deterioration of water environment and quality and so on. These problems seriously affect the social and economic sustainable development of the region. The problems of water environment is more and more serious with the development of society and economy. It has brought a series of urban and industrial development contradictions. Its influence has spread to the residents' daily lives. To build the China of environment-friendly, good ecology environment, sustainable economic development, cultural prosperity, build the city of livability and build the countryside of ecological balance, good living environment, it must do all aspects of a coordinated sustainable development, achieve harmony and unity of resources, environmental, ecological, economic and social development based on carrying capacity of resources, environment and ecology.Water plays an important role in people's daily life and urban industrial development as an integral part of the natural elements of urban development. The study of water resources carrying capacity has important implications for the overall economic and social development of the city. The population is also an important factor in the development of the region to achieve sustainable development. With the advancement of urbanization development stage, the process of urban development in the demand for water quantity and quality have put forward higher requirements. The contradiction between supply and demand triggers a series of issues, such as water shortage, water pollution. These issues seriously affect the sustainable development of urban social, economic, demographic and the like.Based on the practical issues, the study apply capacity comprehensive evaluation model of water resources and ecological footprint method to make an objective evaluation of carrying capacity of water resources of the Zhengzhou from 1999 to 2013. The study draws the following main conclusions:(1)The carrying capacity of water resources in Zhengzhou is generally mild overloaded. Water tends to be short. But it also has periodic characteristics. The carrying capacity of water resources in Zhengzhou verges overload state and the water resources strain from 1999 to 2007. The carrying capacity of water resources in Zhengzhou is in mild overload state and water tends to be scarce from 2008 to 2013. The trend of the carrying capacity of water resources in Zhengzhou decreases first and then rises. The curve presents with a "V". The carrying capacity of water resources in Zhengzhou decreases from 1999 to 2005. The carrying capacity of water resources in Zhengzhou rises clearly from 2005 to 2013 and the trend fluctuates intensely.(2)The carrying capacity of water resources in Zhengzhou contains CHI, CHI, FeI, FpI.(1) The composite system coordination index of water resources falls first and the rise from 1999 to 2013. The trend shows a "V". It is divided into two distinct phases.(2)The composite system pressure index is large. It is overloaded. The overall trend declines slightly and volatiles greatly.(3)The pressure of economic index grows faster. The increasing trend of the second and third industry output is similar to the trend of the pressure of economic index.(4)The population size of Zhengzhou is large. It even goes beyond the brink of the largest water resources supporting capacity. The water tends to be scarce. The population pressure index on an upward trend as a whole. The population pressure index increases more slowly from 1999 to 2009.It grows quickly from 2009 to 2011. It's growth towards detente after 2011.(3)The ecological carrying capacity of water resources in Zhengzhou is ups and downs. The general characteristic values of it changes greatly. It is positively correlated with precipitation. The total water footprint in Zhengzhou tend to be upward overall. It trends fluctuates greatly from 1999 to 2002. It trends more gently and changes smaller from 2003 to 2013. The water footprint of various types changes that is as follows:(1)The water footprint of agriculture, forestry and fishery declines in the whole. The share of water footprint of agriculture, forestry, and fishery is the largest proportion among the total water footprint from 1999 to 2007. It is far beyond the other two. It becomes smaller from 2008 to 2013.(2)The water footprint of the urban environment comprehensive water tends to upward. The water footprint of the urban environment comprehensive water has the smallest proportion from 1999 to 2007.It tends to be larger from 2008 to 2013.(3)The proportion of water footprint of the industrial water changes little.(4)The carrying capacity of water resources and the ecological footprint of water resources tend to upward in the overall. Their trends are similar. The carrying capacity of water resources in Zhengzhou is in overload state. The state is getting worse moreover.
