With the development of science and technology, the State Grid starts to develop the smart grid strongly. As a core part of the smart grid internal communication, the Intelligent substation has been becoming increasingly important. Intelligent substation relies on the strong information and communication network to realize intelligent function. However, the safety hazards brought by the development and diversity characteristic of communication network has been attracting the attention of power companies. In order to ensure the safety of the communication network and find the safety hazards in advance through the objective results evaluation, system safety evaluation is needed. By known the security level, we could timely make adjustment, improve the support capability and reduce the risk and economic loss.Based on the "Safety evaluation standards of information communication of the State Grid" and the "Safety evaluation assessment basis of information communication of the State Grid", this paper designed a safety evaluation system for the communication network of Intelligent substation which based on a Web of B/S model. Using fuzzy comprehensive evaluation method and MATLAB programming language for data analysis, the system realize the function of online security levels evaluation for the communication network.According to the requirement of the safety evaluation system for the communication network of Intelligent substation, paper divided the system into two modules:management module and comprehensive evaluation module. After comparison, this paper put forward a B/S development pattern. On the basis of it, the design framework of the system is confirmed. In management module, we used the ASP.NET technology based on C# programming language to design the user friendly interface; the SQL database is adopted to evaluate the contents and data storage; ADO.NET technology is put to use to realize the front desk interface to the backstage data access function. The management module successfully completed the function of interviewing, scoring, managing and accessing data. In comprehensive evaluation module, the improved Delphi method is used to determine a three levels security evaluation factor system; utilizing MATLAB programming and the Analytic Hierarchy Process (AHP) to design the algorithm which can determine the weighting; using fuzzy comprehensive evaluation algorithm to combine the former two utilized content and achieve the comprehensive evaluation algorithm by using MATLAB programming. The comprehensive evaluation module completed the function of determining the safety levels evaluation. At last, by using the.NET Builder technology mixed with the MATLAB and Visual Studio, the system integrated the management module and the comprehensive evaluation module, and realized he front desk interface to the comprehensive evaluation algorithm access function.At the end of this paper, system test procedure is given, and the hardware sever platform is carried out in the laboratory to conduct associated test. By using the local area network (LAN) to test this system in the native and other mobile terminal, and simulating different user to login system for comprehensive evaluation, inquiry function etc, the system is successfully designed and the comprehensive evaluation accuracy is tested.
