In order to control air pollution and ensure the stability of thermal power generation, we need to build a new thermal power generation system with low nitrogen boiler burner.Research on the reform of low nitrogen burners in the boiler equipment is conducive to promoting the development of low nitrogen, which would accelerate the adjustment of the layout of the energy industry. Therefore, it is important to construct safety management system to ensure the stability of power transmission and transformation engineering construction projects. However, the comprehensive evaluation of boiler burner renovation project management involves a wide range of aspects. So, we should adopt the combination of qualitative and quantitative decision method, which is one of the popular way, to analyze and evaluate the management of boiler burner's reformation project.In this paper, a comprehensive evaluation index system for the evaluation of intuitionistic fuzzy comprehensive evaluation of the project is put forward. The comprehensive results can be more scientific and accurate expression of the real conclusion project, it is also has certain practical significance in the qualitative and quantitative problems.This paper firstly introduces the research background of low NOx burners renovation project, the purpose and significance of the research; then, expounds the basic contents of the evaluation of basic concepts and theory of project management of low NOx burners renovation project rating and project management; then, the design of X power plant is low NOx burners renovation project scheme, and then describes the technical analysis of X power plant boiler low NOx burners renovation project management, economic analysis, analysis of the implementation effect of the project risk management process analysis, project analysis and project; then established comprehensive evaluation index system of X power plant low NOx burners renovation project, finally using intuitionistic fuzzy comprehensive evaluation a comprehensive evaluation of the project; finally, summarizes and points out the innovation of this paper and the shortcomings.According to the analysis, we can see that X power plant and the low NOx burner retrofit project management is relatively good, in line with national relevant regulations and can bring good project management effect. At the same time also shows that the index system and evaluation method proposed in this paper is scientific, reasonable, power plant boiler transformation of low NOx burners in our country is relatively new project, not only in the technology need continuous transformation, but also the need to strengthen the evaluation of project management.
