Research On Application And Construction Of The Planning And Operating Evaluation System In Distribution Network

With the continuous development and improvement of electric power system in China, the evaluation work in grid becomes increasingly prominent. Distribution network works as a critical infrastructure for national economic and social development, its safe and operation efficiency are directly related to people's lives. The evaluation of the distribution network is a worldwide problem, the traditional evaluation only focus on one characteristic of the network such as power quality, reliability, safety, etc. And it can get detailed results about the focused characteristic, but it does not reflect the current situation on the whole distribution network. The directive function of the evaluation results is not strong. In this context, comprehensive evaluation method in distribution network has become the development direction of the distribution network assessment work.First, this paper describes the basic theory of the comprehensive evaluation as a theoretical basis. From the network planning and grid operation, the evaluation indexes are chosen based on the main problems. A clear hierarchy of evaluation, index weighs and scoring standard were build based on the AHP and Delphi method.Second, a distribution network evaluation system were build. The system include situation assessment in network, coordination assessment, grid operation effectiveness assessment and economic benefits assessment.Finally, chose the county distribution network in Hebei province as a practical example and the computing system based on the constructed comprehensive evaluation system as a tool to evaluate the distribution network. And take longitudinal and horizontal comparison about the computing results. For the weaknesses in the network, some effective rectification were proposed.Comprehensive assessment system model based on the planning and operation of network provide scientific basis for the grid construction in China. And it also provide an effective protection for the electricity business stakeholders to make the right decision and a reference for the evaluation of the smart distribution networks in the future.
