Along with the improved conditions of buildings and residential, people's demand on the intelligence of power meter is increasing. and power management also want to change the traditional manual meter reading in the need of data management and charges. Implementation of the living ladder price put forward higher requirements on metering, accounting, business and related services. At the same time, people pay high attention to implementation of residents stepped pricing, which makes service surfer a lot of pressure.This paper gives a very comprehensive description on the research and development of the entire site meter and written cards integrated systems. Meter system was first introduced by the basic concept and current status of development at home and abroad. At next, I give a detail on the overall design and key technology of the system. Along with the system of security design. Then, according to this general scheme, multi-function handheld terminal for system functionality is described in detail. With the use of computer technology, infrared copy meter technology, I developed smart meters in field of copy, card reader terminal, which can achieve real-time download fill copy task, and fed in real time to copy data back to SG 186 system to do site meter card failure analysis and processing, and field writes. It can realize intelligent meter and decrease human metering error. Functional testing and benefit analysis for the terminal is discussed at the end. Field meter and practical written card system described in this paper has found good application in Shijiazhuang power supply company. The monitor data showed that the system design is very successful.
