Handheld Meter Reading Device (also known as meter-copy device, PDAS, handheld terminal, data acquisition unit, etc.) is a handheld device which is used in move-data collection. It can achieve the basic functions, including data collection, storage, transmission and processing. It especially applies to the central transfer of information and physical distribution.To begin with, this paper introduces three aspects of the Meter Reading Device, namely, easy to carry, easy to operate as well as strong adaptability. It then compares the strength and weakness between the Handheld Meter Reading Device and the traditional Device, and finally concludes that the Hand-held Meter Reading Device will be the development trend for data acquisition. This conclusion reflects the topics of practical value.Next, with regard to the overall design concept, the paper selects the chips for the design of hardware circuit and plans the overall system structure. Based on the structure the paper is divided into two parts—man-machine interface and the communication between Meter Reading Device and PC. Man-machine interface includes small keyboard input, LCD display and data storage. The realization of the above-mentioned three aspects embodies the Meter Reading Device's features of easy to carry and operate. The other part illustrates the realization of communication between the Meter Reading Device and PC. The paper first introduces briefly the USB communication protocols and the C8051F320 microcontroller system. With the above theoretical basis, the paper from two aspects describes the USB communication between the Meter Reading Device and the PC, that is, data uploading and data downloading. The realization of communication reflects another feature of the Meter Reading Device—strong adaptability.In the last part, the paper summarizes the tasks completed by the Meter Reading Device. Also some problems are pointed out and solutions offered. Hope the whole design would be improved in future research.
