The Study On Engineering Guarantee

Construction industry is an important pillar of developing national economic.As construction industry prospered,the level of economy and overall national strength will be affect.Therefore,research has focused on improving market order and the efficiency of the construction market.At present,there are still many problems in the construction market,such as the illegal act,ineffective regulators,the high default rate of bidding contract and construction contract,and payment in arrears and so on.As a credit instrument,the engineering guarantee system can promote the relationship between the construction and the construction side more equality,and ensure progress of the project smoothly.Especially in the prevention of engineering risk.At present,engineering guarantee has been running for a long time,and achieved outstanding results.In 2003,Shenzhen City carried out the compulsory project guarantee system,and the scope covered all the construction projects.And then many cities also introduced the corresponding local regulations.The time of introducing engineering guarantee is relative late and the development is unhealthy in our country.An effective engineering guarantee system can't be formed.Therefore,it is necessary to establish a complete set of engineering guarantee system in our country.Engineering guarantee was studied from the perspective of economic theory and empirical analysis.The main contents are as following:In the first part,the current situation of engineering guarantee in our country was studied and its development was surveyed by consulting a lot of reference books and the unceasing investigation,and then the engineering guarantee situation in the pilot cities was introduced.The second part,this paper does an economic analysis of engineering guarantee,and selects the most representative theories: principal-agent theory,restrain harmonious theory.The third part,the practical significance of engineering guarantee was analyzed from the application perspective.the significance of engineering guarantee was explained by optimizing low-price bidding,solving uncompleted and suspended building and establishing the social credibility system of building market.The fourth part,the mainly study focuses on optimizing engineering guarantee system.Appropritiate measures are presented for the problems of engineering guarantee,and this dissertation exploratory research includes the following three aspects: firstly,establishing a complete engineering guarantee system ensures the normal operation of management,compensation and premium determination;Secondly,engineering guarantee system was optimized by establishing an excellent credit rating mechanism and a system of rewards and penalties;Thirdly,engineering guarantee market need to be established and developed rapidly,such as,Guarantee Model,the source of premium,and the establishment of the Governmental Supervision System.The fifth part,according to the actual situation of construction market and the guarantee mechanism situation,the paper puts forward two excellent resolutions,including establishing the alliance of engineering guarantee and designing Owner's Liability Guarantees.
