The number of earth and rockfill dam in our country is the highest in the world, and most of the earth-rock dam is built before the reform and opening up, However, affected by the technology at that time, there are a number of design and construction of earth and rockfill dam are not ideal, and after nearly half a century of operation, many dams have different levels of project safety hazards, Statistics show that China has more than 40% of the earth and rockfill dams have dangerous hazards engineering, earth and rockfill dam accident rate is also high on the top of the world, Therefore, it is necessary to carry out dam safety comprehensive examination to ensure the safe operation of the dam.For the fuzzy complexity of the earth rock dam safety appraisal diagnosis, this article on the basis of traditional dam safety appraisal, according to the index of eight diagnosis subsystems, such as dam safety inspection C1, dam operation management C2, flood prevention and safety of dam C3, engineering quality C4, the dam seepage safety C5, dam structure safety C6, a safe spillway C7, culvert safety C8 and seismic safety C9, proposed the safety comprehensive appraisal diagnosis index system of earth rockfill dam, made the identification index grade from the original A, B, C three subdivided into security, basic security, insecurity, security is not very safe, very unsafe five levels, and to make the evaluation index quantitative processing, and the qualitative and quantitative criteria for the evaluation index be given.; In order to get the index weight a new combination of empowerment theory is proposed, by using AHP method, network analysis method and uncertain interval method respectively to solve the diagnosis and discrimination index weight. At the same time, using a combination based on maximum entropy principle of empowerment theory will three weighting method is used to calculate the weight of restructuring, obtained in the diagnosis of the index weight;Based on the construction of the index system and the quantitative methods of the reference index, Grey fuzzy comprehensive model for the safety of earth rockfill dam based on combination weighting was established by using the new combination weighting theory and the grey fuzzy theory;Selection of Jiangxi Province Gao Hu brain reservoir engineering examples analysis, let the diagnosis of the index system, the quantitative method of diagnosis indexes and the comprehensive diagnosis model applied to the engineering practical application,and has been verified its feasibility, through the model identification and diagnosis results are compared with the existing dam safety identification results comparison, the research results of this paper to engineering using effect is good, for earth-rock dam safety examination of the appraisal and analysis has opened up a new way.
