Research On Comprehensive Evaluation Of NH Power Plant Project

NH power plant project is a key project of electric power construction in Zhejiang province, has put great influence on the region's economic, social and ecological environment. Comprehensive evaluation of NH power plant project is conducive to improve the efficiency of the project construction and the decision accuracy, is of great significance to promoting the national economy sustainable development.In order to systematically analyse the NH power plant project, this article has built comprehensive evaluation index system from four aspects, including the project technology level, economic benefit, social ecological and sustainable ability. Among them, the technical level has been strongly influenced by the main construction scheme scientific nature, the rationality of the main unit type selection, main technological advanced system factors, so the above factors are set for tertiary indicators. For economic efficiency evaluation, the factors has been selected as the indicators, such as the project sales, project cost control, project economic efficiency, solvency, profitability, project profit and loss balance point. For the social and ecological analysis, factors, like the influence on the development of the local electric power industry, the influence on satisfying the local residents or industrial power supply, the impact on regional economic development and ecological environment, measures of environmental protection and green power generation project, has been set for indicators. The paper has made the NH power plant project sustainability evaluation by market demand and the enterprise sustainablity.The evaluation index system, which can fully reflect the NH power project construction and operation, is scientific, systemic and operational, independent, dynamic flexibility, comparable and the characteristics of the combination of qualitative indexes and quantitative indexes, objective, authentic, and also lay the conditions for comprehensive evaluation of NH power plant project. Then, this paper has adopted fuzzy evaluation method, combined with the Analytic Hierarchy Process, and has determined the comprehensive benefit evaluation index weight. According to the results of the experts, this paper has carried on the comprehensive evaluation of NH power project research in the perspectives of the technical level.According to the calculation results, NH power plant project of fuzzy membership degree is(0.7653 0.1333 0.0907 0.0142 0), respectively(Excellent, Good, Average, Poor, Rather Poor). According to the maximum membership degree principle, the grade of NH power comprehensive valuation can be Excellent.In this paper, with comprehensive and integrated evaluation indexes, the valuation has been proceeded from perspective of the whole cycle and process. The comprehensive evaluation has focused on project social benefit, ecological benefit, and paid more attention to the sustainability of the project, the research result is quite innovative.
