With the rapid development of economy and society in southern Hebei grid area, industrial, household electricity, agriculture with the overall electricity power load balance is broken, Hebei Southern Grid area overall electricity load has been unable to meet the people's growing needs.At present, Hebei south network has built to run only 220 kv substation up to 180. The majority of power transmission project to achieve the desired effect of investment.However, part of the power transmission project analysis making mistakes, backward technology, the main body of the project quality bad, these problems led to the transmission of the target can not be effectively implemented.the SASAC central enterprises must carry out the project requirements for large scale project post evaluation, and the China State Grid Corp issued a document required to actively carry out the evaluation of investment projects of electric power engineering after work.Therefore, Hebei Province Electric Power Company carried out 220 kv engineering project evaluation, such as: ShaHe, LaiYuan power transmission project. However, due to some reasons, the post evaluation of the project is poor, and can not meet the established post evaluation objectives.The CZ new district takes the advantage of ports, ushered strategic opportunities in the rapid development. The harbor district construct a 30 square kilometers heavy industry and raw materials base. The construction progress soon, as CZ China railway equipment manufacturing materials company,Steel base, XuYang chemical and other high energy-consuming companies settled, the power load rapid rises. The old power supply capacity can not meet the requirements of economic development,which is inseparable from the power transmission project.In this paper, the research background and significance of the comprehensive evaluation of Port 220 kv transmission project are analyzed systematically. Situation at home and abroad for research and development projects after evaluation theory were discussed in detail at the same time, specialized domestic and theoretical study of comprehensive evaluation, application status and related comprehensive evaluation of the system are described; herein implementation process for the project, technical and economic and financial conduct a special evaluation, in the process of evaluation of the project there is a special analysis and evaluation of the project from the investment decision for the projectconducted, design features and the pros and cons and evaluate projects; article focuses on a comprehensive post-project evaluation index established principles and optimization theory to build a comprehensive evaluation method based on genetic algorithms and fuzzy DEMATEL.the heavy weight is determinedby the model based on genetic algorithm, and also carried out to identify and introduce evaluation model was constructed, and the model of basic principles and steps of this model is to evaluate the implementation details, right in the use of weight calculation model based on genetic algorithm calculated the index weight right after the comprehensive evaluation method of genetic algorithms and fuzzy DEMATEL(decision laboratory method) based approach, draw a clear conclusion.
