| Power grid construction is one of the key infrastructure constructions for national economy,which plays an important role for national economic and social sustainable development.Post-evaluation for power grid construction is an important work for overall verification review of the process and effect of power grid construction.With the arrival of the peak of power grid construction,post-evaluation for power grid project is more and more important and necessary.Power transmission project post evaluation is one of the important means of project inspection,an important concern of the project whether achieve goal of construction project,whether to achieve the expected results,whether can achieve the expected benefits.Therefore,of transmission and distribution project post evaluation to all-round and multi angle evaluation index selection,scientific effective selection evaluation method,reasonable and standard design and establish evaluation system,emphases focused on the factors of decision-making,technology,implementation,environmental,economic,and sustainability of a comprehensive and systematic analysis and evaluation.Based on a large number of domestic and foreign literature,this paper analyzes the development present situation and characteristics of project post-evaluation,and elaborates the basic theory of the evaluation of the power transmission project and research methods.Article takes the Jizhou Xiwang 110 kV transmission and transformation project as the research object.Firstly,it introduces the general situation of the transmission and transformation project and the necessity of the project construction.Then the project is evaluated from four aspects: project implementation process,benefit,impact and sustainability by collecting and collating the relevant information and actual operation data of the project.And according to the basic construction principles of the evaluation index system,the evaluation index system is constructed from the system point of view.Finally,combined with the characteristics of the project itself,the fuzzy comprehensive evaluation model is established,and the comprehensive post-evaluation of the project is carried out by using the fuzzy comprehensive analytic hierarchy process.Results indicates that the project in general is good,effective solution to the local community,the problem of power consumption on the local economic development has had a positive impact and gets a better economic efficiency. |
