With the continuous increase in the renovation and expansion of power grids,the management of power supply systems needs continuous optimization.According to statistics,the power transmission and transformation engineering materials account for 80% of the total investment in power grid materials.Scientific and effective material supply management is the basis for improving the quality of power grid projects and achieving cost control.At present,the standardized management mechanism for bidding,procurement,and contract signing of power transmission and transformation projects has been basically established,but the supply management of external suppliers and logistics services still remains in the old management mode of urge goods,urge transport,punishment.In the lack of scientific and systematic evaluation indicators and evaluation methods,this paper has a great practical significance and application value for the construction of power transmission and transformation engineering material supply management evaluation system,and also laid a good foundation for building a world-class energy Internet enterprise.This paper studies the basic theories and methods of engineering material supply management.According to the current fairness,differentiation and synergy requirements of material supply management,the organizational structure,procurement model and business process,differential material supply plan and contract performance guarantee mechanism of power transmission and transformation engineering material supply management were redesigned.A two-level centralized procurement model based on evaluation and a contract management mechanism for three-level performance guarantee are proposed.Established a two-level power transmission and transformation engineering material supplier evaluation index system with enterprise integrity,production research and development capability,equipment quality,equipment delivery capability and after-sales service as the core.According to the professional characteristics of power transmission and power supplier evaluation,fuzzy The comprehensive evaluation method has realized the scientific and systematic evaluation and management of material suppliers.The logistics service quality evaluation index system of logistics service capability,logistics service responsiveness and after-sales service capability is constructed.According to the objective quantifiable characteristics of current logistics service evaluation data,the evaluation method of principal component analysis is used to realize the logistics service.It realizes the multi-dimensional evaluation and management of logistics service quality.The interactive-based process-based material supply organization structure designed and constructed in this paper has formed a closed-loop management from the procurement process to the final process of integrated management and evaluation mechanism.The use of AHP-FCE-based power transmission and transformation engineering material supplier evaluation method effectively reduces the capital occupation of suppliers in practical applications,and also plays a virtuous cycle effect for suppliers to more actively cooperate with material supply.The business environment and the national economy have played a positive role.In the logistics service management,the principal component analysis method is used for evaluation,which plays an active role in saving cost and improving performance by selecting suitable logistics service providers in the future material transportation management,especially improving the transportation efficiency of emergency materials.
