Comprehensive Transportation is the trend of transportation development. With the continuous progress of domestic comprehensive transportation development, issues related to comprehensive transportation planning has been the key construction research. Network traffic assignment is one of the important step during transportation planning, and the impedance of the network traffic play a decisive role on the allocation results. Comprehensive traffic has different impedance from ordinary road's, which also need to consider the technical and economic characteristics of different modes of transportation. Therefore, for the comprehensive traffic impedance function, which factors to consider, which formula to choice, and how to establish the multi-mode traffic impedance function based on characteristics of different transport modes are the urgent problems of the traffic assignment for regional comprehensive transportation.There have been a lot of foreign and domestic researches on road impedance model, while little attention is paid on the impedance of other traffic models. In single mode transport network allocation, most of the studies use travel time as the sole indicator of impedance. However, in multi-model travel conditions, travel time and cost are equally important factors that can't be ignored. It has been a lack of comprehensive analysis of network traffic terminal impedance. Considered a variety of factors, a reasonable regional comprehensive traffic impedance model can be built accurately for passenger transport, reflecting the travel impedance accurately.Firstly, this paper describes the concept of comprehensive transportation, existing road-impedance models, and the methods of VOT (value of time) calculation. Overview of comprehensive transportation analyzes not only the connotation of paper topic, but also the comprehensive transportation system.Secondly, the paper analyzes the four transportation models in detail, including roads, railways, waterways, and air, and establishes their travel impedance models of generalized cost according to their traffic characteristics. Simultaneously, the comprehensive transport terminal impedance model is also studied.Thirdly, this paper conducted a SP survey for determining the VOT in the generalized cost impedance model. Based on the investigation, the characteristics of the traveler in Nanjing passenger terminal are analyzed, and travelers'VOTs are calculated for different traveler classes.Finally, this paper compares the assignment results which with single VOT impedance model and multi-user classified VOTs impedance model traffic through the example network. Classified VOTs impedance model show better results in simulating passengers' choice of transport modes. This indicates that considering the heterogeneity of the VOTs of different travel groups is important to the analysis of regional comprehensive transport network.
