The progress of science and technology innovation is not only an important symbol of the progress of human society, but also an important manifestation of the country's core competitiveness. As one of the major supporters to promote research and innovation activities in our country, R & D institutions have been the focus and construction object of regional and urban innovation development. Provinces and regions have embarked on the road of economy transformation and upgrading development since innovation upgraded to national development strategy,while the construction of various forms of R & D institutions also have ushered in a new climax. However, excessive attention to growth in the number of R & D institutions, ignoring internal demand from R & D in the type of industry, construction form, the establishment of level and other characteristics, resulted in the homogenization of the development type and barriers of the regional contact in many areas, which made it appear difficult to improve the level of innovation, in the overall area further and comprehensively. Therefore, the research is of great significance on relationships between spatial distribution of R & D institutions and the urban innovation level and direction on the range of metropolitan.In this paper, the R & D institutions in Suzhou, Wuxi,Changzhou metropolitan circle and Nanjing metropolitan circle taken as a study case, the relationship between of the city's urban innovation level in the metropolitan circles and spatial distribution of R & D was discussed.The paper have been divided into four parts and six chapters, covering basic research part, theory part, case studies research part and the conclusion part.Among them, the first chapter was the part of fundmental research, mainly described the background and significance, and defined the relevant research concepts,also reviewed and evaluated the related researches.finally proposed research methods and ideas. And the second chapter was the theoretical research part, it sorted out the theory including metropolitan system, urban innovation level, space-forming mechanism, in order to analyze the spatial influence elements of institutions in macro and micro level.The third to the fifth chapter were case study parts, wherein the third chapter summarized the characteristics of spatial distribution of R & D institutions in two metropolitan circles, in the view of whose number, level and type. The fourth chapter evaluated the level of innovation in four aspects contained knowledge, industry, technology and environmental support, ultilizing the level index system established in this chapter, and built innovation level system of the cities in two metropolitan circles.Based on the study the third and fourth chapter, chapter five researched on the relationship between the innovation level of cities and the spatial distribution of R & D institutions in order to explore the internal logic chain of among the different sub-levels of innovation and the quantity.level and form of R & D institutions. The sixth chapter was the conclusion of research, summarized the main conclusions and proposed the suggestions on the spatial choice and development of R & D institutions in two metropolitan circles,moreover,it also stated the research directions in future research.The study found that the spatial distribution patterns of R & D institutions was consistent to city innovation level, for higher energy levels of innovation and R & D institutions substantially concentrated in cities along the Shanghai-Nanjing corridor R & D institutions distribution system in accordance with the quality and innovation of the cities, formed the hierarchy of five levels. Urban innovation level had influence to the spatial distribution of R & D institutions, mainly as follows:Firstly, the level of urban innovation level may reflect the number of levels of distribution of R & D institutions in general.Secondly, the level of innovation in different cities of sub-item affected the number, level and type of R & D institutions, and the environment for innovation support level, representing the level of city's innovation services, had on the most significant impact on the number of R & D institutions.The knowledge innovation level and industrial innovation level have a more significant influence impact on the type and level of R & D institutions,while knowledge innovation level was the most critical elements influencing the spatial distribution of knowledge-based R & D institutions and high-level R & D,and the industry and technology innovation levels were the key elements of spatial distribution of industry and technology-based R & D institutions. Again, urban innovation level had a certain "binding effect" to some specific types of R & D institutions, there was a space alternately a complementary relationship with the enterprise-oriented R & D institutions and university-led R & D institutions and government-oriented R & D institutions.which was particularly significant in some undeveloped cities.
