Engineering Design And Application Of Emergency Plans For Natural Disaster Of Nanjing Highways

With the rapid development of highway construction, the increase of highway mileage, density and traffic flow along with the improvement of highway grade have been significant in recent years. At the same time, the possibility of casualties and property losses caused by natural disasters has increased continuously. In order to effectively cope with the highway natural disasters and reduce the damage of natural disasters on vehicles and individuals, it is necessary to strengthen the emergency management of highway natural disasters as well as to devise and formulate a feasible emergency plan. This is a new demand proposed by the society for the highway emergency management.Based on the analysis of the geographical environment and climate of Nanjing, some possible types and patterns of natural disasters happened on Nanjing highways are summarized in this paper. Through the analysis of the existing emergency plans of Nanjing highway, the current situations and existing problems of the highway emergency plan system are provided.According to the actual situation of highway emergency, the content of the highway emergency plan is considered and designed from three aspects:the initiation of emergency plans, the system of emergency organization and the guarantee of emergency materials. The comprehensive evaluation of the effectiveness of emergency plans is implemented by building the responsibility matrix of emergency plans and the standard fault tree of the plan systems. The nearest neighbor method is applied to match the highway natural disaster emergency plans and to obtain the similar ones in the case library.Based on the given principles and methods, and applied Nanjing highway as a solid background for the practical examples, this paper discusses the design examples of emergency plans for highway natural disasters, the evaluation results of engineering applications and the automatic matching process of emergency plans. This paper also concludes that the application efficiency of emergency plans will be improved in the disposal process of the highway natural disasters.
