Public bicycle system is considered as an essential part of the public transport system in large and medium cities owing to its zero emissions and high accessibility. It's meaningful to figure out the travel intention and behavior of using pubic bicycle system, not only for the research of trip characteristics, but also for the competition of public transport.This study is aimed at exploring the travel intention and behavior of citizens towards public bicycle system in Wuhan with two sets of related questionnaires with good reliability and validity. For questionnaire related to intention, a good-quality structural equation model based on theory of reasoned action is employed to formulate the relationship between individual's intention of using public bicycle and its influencing factors, so as the method of analysis of variance. For questionnaire related to behavior, Multivariate statistical analysis is used to discuss the actual behavior of using public bicycle and the factors influencing the behavior as well. Cluster analysis and cross analysis are combined to discover the relationship of intention and the relevant behavior. Based on the above, the suggestions of the development of the public bicycle system are proposed.Public bicycle can replace private cars in short distance and transfer with public transport, which is conducive to reduce traffic pollution and improve the public transport. The research of urban public bicycle system can enrich and develop the sustainable urban transportation planning and management policies through exploring public transportation planning in different areas.
