Application Of SWBMPs On Districtscale And The Planning Elements Control

The main idea of SWBMPs(Stormwater Best Management Practices, BMPs for short)is to manage stormwater as close to its source as possible. BMPs employ small and distributed ecological practices to minimize the non-point pollution and the volume of runoff. However, the function of those separated practices can be strengthened much more when we plan them on broader scale, like the community scale and thedistrict scale, and the development of eco-city in Chinaalso peovieds a chance for the promotion of BMPs. The problem is that the impediments of planning and management will also increase. In order to provide a more completed management system for the district scale practices and win support from the public, the obstacles of implementing BMPs will be also studied. Therefore, the research content will mainly focus on the planning methods, including the control of planning elements, and management system.Firstly, the impact factors, related stratigies and experience of BMPs practices in the three developed countries: the US, Austrilia and Germany are studied. Incorporated with the development background and developing situation of China, the factors impacting the BMPs progress in China are discussed. With the discussion of those factors from macro, meso and micro level, the general progress direction is also presented. After that, three suggestions are proposed for a systematic management system: comprehensive and organized policies and regulations, systematic technical support system, completed and diversified public management.The second part is about the analysis of planning BMPs on district scale and the related planning elements control. With the case study of domestic and overseas projects, the planning targets, planning sterategies, and planning networks are concluded. In the end, the planning methods discussed above are implemented with the BMPs planning of Hongqiao international trade center.
