Research On Schedule Delays And Claim Based On Shapley Value Method

Schedule delays and claims have become one of the main contents of project management at present, as it relates to complex working procedure, cumbersome calculation process, and many other considerations, so the complexity of study is strong. The problems that duration claims management of currently projects in our civil country at present are the poor awareness claims, incomplete claims system, unscientific claims management and other issues of operational and management. So that it requires in-depth study on management of claims and claims system.Based on the analysis on the research results about the local and external delays in claims, introduce non-cooperative factors of the alliance members " reverse selection", improve system of claims on delayed project which is on account of Shapley value of cooperative games, take the selective behavior that the stakeholders may arise into account, so that the system about duration claims based on the Shapley value method is more objective, more realistic, further optimized, expanding the scope of the time claim system in engineering projects. On the basis of claims system because of schedule delays using the improved Shapley value, according to characteristics that the iron and steel project is high cost, long cycle, great risk, high system require, take schedule delays of iron and steel project for example, combined with research and analysis of the steel project operation system.The empirical analysis on schedule delays claims of the steel project shows objective presentation of responsibility sharing of the employer, the contractor and force majeure which construction delay leads at high-speed wire rod project in Changzhi Iron&Steel Co., examines actual operation results on the improved Shapley value which is used in the period claim operating system. It is more objective for claims responsibility sharing between the employer and the contractor in an improved duration claim system from the empirical results. And it gives some reference for the construction delay claims system, in particular the theory and practical application of the construction delay claims system in iron and steel projects.
