Research On Income Distribution Of PPP Project In Sponge City Based On Shapley Value

Sponge city is an effective measure to solve the problem of urban water environment.The income quantification and distribution of sponge city project is of great significance to the development of sponge city.In this paper,through the study of the income quantification,stakeholder analysis and the influencing factors of income distribution of sponge City,the core stakeholder income distribution scheme of PPP project of sponge city is established.Finally,the conclusion is drawn through the case study.On the basis of the existing research,this paper first focuses on the scientificity,comprehensiveness and feasibility of income assessment according to the characteristics of sponge city construction,and with reference to the measures for performance assessment and evaluation of sponge city construction,classifies 11 quantitative indicators into economic,ecological and social benefits,and comprehensively uses them by analyzing the connotation and characteristics of various indicators of sponge city Market price method,alternative market method,shadow engineering method and other environmental economic methods quantify 11 quantitative indicators,and obtain the total income of sponge city as the distribution base.Secondly,based on the analysis and comparison of the common methods of income distribution in PPP mode,the paper demonstrates the reasons for choosing Shapley value method;then,according to the stakeholder theory,it analyzes the stakeholders and their interest demands of sponge city project,and on the basis of the feasibility of establishing the model,it establishes the core stakeholder income distribution model of sponge City Project Based on Shapley value theory Through the evaluation and analysis of the model,the factors that affect the income distribution are proposed as the correction vector to improve the initial income distribution model.Finally,based on the comprehensive analysis of the five factors of project income,investment proportion,risk sharing,sunk cost and contract performance,a sponge city project income distribution model based on Shapley value correction is established.In this paper,the feasibility of the model is verified by the comprehensive water environment treatment project of the south lake which name is DA SHU SHAN in Hefei City,Anhui Province.Through the quantification of income recognition,the project includes 7 incomes,with the annual total income of 6.68 million yuan,including 4.26 million yuan of economic income and 2.42 million yuan of ecological income.The results show that sponge city has good ecological and social income,which makes the public recognize the value of sponge city.Through the income distribution model,private enterprises get higher total income,while the public sector gets higher The results show that the modified model can better reflect the fairness and feasibility of distribution,meet the income demands of stakeholders,so that project participants have higher enthusiasm,make the sponge city project run better,achieve greater benefits,and promote the development of sponge city.
