Study On The Progressive Planning Of Historical Area Based On Governance And Treatment

At present, the renovation of historical area, which is worsening in environment,has been the tough issue for many cities. The contradictory between the value conservation and development and utilization for historical area becomes increasingly acute. More attention has been paid to the renovation of historical area.In this paper, the governance and treatment are conceived as the starting point to discuss the operation mechanism of renovation for historical area. The method of progressive planning is applied to explore the renovation steps.The concept of human settle are also introduced to evaluate the corresponding index of historical area.First, the methods suitable to the current renovation and planning of historical area are explored under the analysis of renovation of historical area in China, reading and summarizing the relevant literature and drawing lessons from the experience and lessons of historical area renovation. The problems existing also are discussed from multiple perspectives.Secondly, the concept of governance and treatment is introduced to focus on and analysis the existing problems. The game process among multiple subjects is discussed to put forward the governance and treatment mechanism to coordinate the benefits and relationship between parties.Thirdly, the exploration of cases both in China and foreign countries are explored to generate the relevant concepts of progressive renovation inspired by the theory of organic renovation, further putting forward the progressive methods of historical area,which is applied into renovation progress of Zhalantun historical area with expectation of better result.The concept of human settlement is ultimately introduced to serve as the evaluation basis for the progressive planning of historical area in the beginning period of implementation. Zhalantun historical area is combined to establish the assessment system using human settlement index of small towns, which enable to guide the renovation of historical area to further achieve the process of "decision-making ?implementation?evaluation?feedback?decision-making"This article aims to mobilize the positive factors of historical area and to explore the progressive planning method with the introduction of governance and treatment,realizing the organic renovation of historical area.
