| This paper reviews the research on collaborative governance and planning mechanisms at home and abroad.It is found that the domestic proposals for the collaborative governance of the Guangdong-Hong Kong-Macao Greater Bay Area fail to take into account the systematicness,feasibility and guidance.There is a lack of core governance institutions and collaborative governance logic to guide the planning of the Greater Bay Area.On this basis,the research on the collaborative governance of Bay Area planning is carried out.First,this paper takes the relevant theories of regional planning and development and collaborative governance as the research basis;and then clarifies the development context and basic information of the four major bay areas in the world from three aspects:development history,macro indicators,and development factors.After that,this paper compares and analyzes the planning and governance subjects,models,and institutional environments of the three major foreign bay areas.Through the comparison of the basic information of the four bay areas and the preliminary analysis of the collaborative governance model of the foreign bay area,it is found that the collaborative governance model,subject and background of the San Francisco Bay Area planning are of the greatest value to the Guangdong-Hong Kong-Macao Greater Bay Area.After a brief introduction to the latest statutory planning document "Bay Area Planning 2050" in the San Francisco Bay Area,this paper focuses on the analysis of the collaborative governance entities of the San Francisco Bay Area planning,specific practices at the "planning" and "implementation" levels,formulation procedures and supplementary reports.Governance subjects can be classified into four categories: semiofficial,association,chamber of commerce,and special area.The "planning" level is divided into four parts: pre-assessment and prediction,vision proposal,goal formulation,and strategy formulation.The "implementation" level takes action planning as the core,and consists of four links: evaluation of four elements,positioning of core governance institutions,clear implementation tools,and formulation of implementation plans.Based on a detailed analysis of the planning of the San Francisco Bay Area,the author summarizes its "planning" and "implementation" frameworks from its political,legal system and social background.It has a total of 7 parts of its collaborative governance logic: authorizing the creation of core governance institutions,building a framework with the help of professional strength,giving full play to the main force to promote planning,mechanism design to ensure enthusiasm,introducing professional evaluation and balance results,introducing supervision to form a logical closed loop,and open cooperation Cope with the future.Three characteristics of this set of collaborative governance logic are extracted: multi-participation to solve the complexity of planning,balance of planning results under non-systematic control,active and effective inclusive collaborative planning.Finally,the core governance logic obtained will be interpreted in the context of the political,legal system and social context of the Guangdong-Hong Kong-Macao Greater Bay Area.On the basis of sorting out the status quo of collaborative governance in the Guangdong-Hong Kong-Macao Greater Bay Area,the practice of planning in the San Francisco Bay Area seeks to solve problems such as low collaborative efficiency,imperfect legal systems,different governance models,and lack of action plans.Suggestions are put forward from the aspects of setting up three types of governance bodies,top-level system design,planning system design,implementation guarantee design,and feedback evaluation mechanism. |
