With the rapid growth of air transport demand, the demand for civil aviation transportation is growing fast as well. So it brings many new challenges to the air traffic control system, eg. the air traffic flow is more crowded, the controlling workload continues greatly increasing, the controlling work is more difficult. These will directly have impact on the operating quality of the air traffic control system, and in turn, the operating quality of the air traffic control system determines that whether the aviation activities can be economic safe and efficient. So it is very important to have a quality evaluation of the air control system.According to the practical operation of control system, combined with the relevant documents, it evaluates the operation quality of the air control system from three aspects of economy, safety, and operating efficiency. Firstly, the control system operation quality background and the research status at home and abroad are analyzed. Then air traffic control system with its operation process and the instruction of its operating quality is given, and the operating quality of control system will be evaluated from economy, safety, and operating efficiency. Following, the guiding ideology and the basic principles of control system operation quality index system design is discussed. After that, based on control system dynamic operation process, economy quality evaluation model of control system upon Fuzzy Comprehensive Evaluation Method is established after constructing control system economy quality evaluation index system. Then safety quality evaluation model of control system upon Fuzzy-Grey-Elements model is established after constructing control system safety quality evaluation index system. Next, after constructing control system safety quality evaluation index system, in the use of principal component analysis and hierarchical clustering method to simplify the indicators, efficiency quality evaluation model of control system upon Grey-Clustering model is established. According to the relevant data, the three models are checked, and the examples prove that the models are effective. |
