| The development of air rescue is of great importance to improve people’s livelihood and maintain stability and unity to a country, the optimization of air rescue operation mode is the only way to improve its level. The foreign experience has showed us that good operation mode can effectively improve rescue result, saving the most people within the least time and protecting their property. However air rescue started relatively late in China, evaluation of its development level and how to improve the operation mode are problems which are worth to study, and are tasks of this paper.This paper firstly studied concepts, characteristics, classification and related theories of air rescue, analyzed foreign emergency air rescue operation mode,summarized their experiences as lesson for China. Then analyzed rescue management system of China and laws and regulations for the air rescue, summarized management system of Chinese emergency air rescue, and analyzed the processes of emergency air rescue from the two view of publicwelfare and pro-publicwelfare. Secondly, it constructed the development level evaluation system of aviation emergency from the following five aspect of management, rescue team, human rescue, technical equipment and infrastructure, evaluated the development level with multi-level fuzzy comprehensive evaluation method. The result showed that 71% of experts think that the level of China emergency air rescue is of general level and below. In the end the paper made suggestions from the two aspects of key characters and commercialized operation for optimization of emergency air rescue operation mode. |
