Research On Model Of Safe Operation Assurance Capability Of General Aviation Airline

In recent years, with the opening up of the low—altitude airspace, the development of general aviation is being accelerated gradually,the operating environment of general —aviation is being improved gradually too,but the general aviation accidents also increase.According to CAA statistics, the majority of general aviation accidents are caused by general aviation airlines. This indicates that the level of general aviation operation was significantly lower than the pace of development, its own status quo is not good protection for safe operation. As a result, to improve the safe operation of the level of general aviation airline is imminent. The first thing to solve the problem how to promote the general aviation company support capability to the safe operation is to know what is the main influencing factors,so that measures can be taken to solve the problem.So, in order to find out these factors, it’s necessary to evaluate the safe operation of the general aviation airline support capability to judge the problem of operation of general aviation airline, thus to adopt its good points and avoid its shortcomings.This article discusses the concept and connotation of the general aviation airline’s safe operation support capability at the point of the safe operation support capability and the enterprise competence model building.According to the accident formation mechanisms of general aviation company, the safe operation support capability influencing factors are determined. On this basis, the general aviation airline’s safe operation support capability evaluation index system is established which contains 4 first indicators,12 second indicators and 31 third indicators.With the reference to the civil aviation regulations and expert advices, the method of various indicators is determined combining with field research. Rank Correlation Analysis is used to determine the safe operation of general aviation company guarantee ability of the subjective weight of every index. Entropy method is used to determine the general aviation airline support capability the objective weight of every index. In combination with maximum variance method,the final weight of every index is determined. By using linear evaluation methods, the evaluation model of the general aviation airline’s safe operation support capability is established. Finally,taking A general aviation airline as an example, its safe operation support capability is evaluated,and the evaluation results are analyzed. Measures were proposed, and the effectiveness of the evaluate model is confirmed.
