There are lots of problems in the construction industry in China, such as high frequency of accidents, lack in safety input and poor safety performance. It is useful trying to correct the misconceptions of construction company's safety input in terms of researching on the relationship between safety input and safety performance, putting forward reasonable technology and management methods of safety decision, and ultimately improving safety performance.Firstly, through investigation of construction company,22 composition contents of safety input were summarized. Based on Hall 3D structural classifications, the rule of system operation was proposed. Safety input's pattern of behaviors could be concluded according with time dimension; the complex interaction relationship of safety input could be considered in terms of professional dimension; the logic dimension determined the management responsibilities. Secondly, through EFQM model, the model constructs, system of evulation indicators, structures of safety performance evulation model and preliminary evluation were given references. Thirdly, the relationship of 6 safety performance constructs (leadership, people, resources and facilities, policy and strategy, process and loss) and 22 safety input contents were established in terms of exploratory factor analysis. The safety performance path model was testified by the structural equation model. Finally, according to the causal feedback between the safety input and safety performance, the rule of safety input's system operation and safety performance evulation model, the system dynamics flow graphs were established to solve the problems of safety input decisions such as activity, sequences, direction and quantity. Furthermore, resonalbe suggestions of policy and management were proposed.Results of system simulation show that:1) when safety performance doesn't meet the expectations, safety input should be taken place; 2) at the first stage of once safety input, policy and strategy, resources and facilities and process should be taken action; while at the second stage of continued safety input, leadership and people should be taken action; 3) on the premise of sufficient first stage of once safety input, the second satge of continued safety input's control rate of leadership, people and process are maintained at 0.39,0.33 and 0.27, so that safety performance will be reached the best level.In summary, there are lots of advantages of the method proposed, such as easy-obtained data, convenient calculation and well-practical. It's not only applied in the construction industry, but also in other indsturies.
