Study On The Planning Of Traditional Utilization Area Of National Parks

The China's national parks are generally distributed in the aboriginal,in the national park functional zoning system,the division of the traditional use of the area.As we all know,community development and nature conservation are contradictory unity.How to realize the development of community economy and social undertakings under the premise of protecting the natural environment,biodiversity and ecosystem of national parks is an urgent problem to be solved in the planning of traditional parks of national parks in China,and has important academic theoretical value and reality significance.In this paper,we study mainly include:(1)Put forward three basic functions of the traditional use area of our national park:(1)Community development function is the main function of the national park traditional use area,one of the objectives of the national park construction is to promote community development,to achieve the balance of protection and utilization.(2)The protection function is the derivative function of the traditional utilization area of the national park,in the protection of the traditional use of the natural environment,traditional and regional characteristics of the use of resources at the same time,also need to limit the use of indigenous resources and strength.(3)The recreational display function belongs to the subordinate function of the traditional use area,which can effectively utilize the beautiful scenery resources of this area and increase the economic income of the indigenous people.(2)The resources of the traditional utilization area of the national park have the following characteristics:(1)natural resources as the main body,but there are obvious human disturbance traces;(2)resource attributes with obvious economic development function nature;(3)forest and land resources occupy community natural resources leading position.The environment of the traditional utilization area of the national park has the following three characteristics:(1)the natural nature of the environment is strong;(2)the environmental condition is excellent;(3)the local area environment is affected by the human disturbance activity.The spatial characteristics of the traditional use area of the national park are:(1)edge characteristics;(2)dispersive characteristics;(3)mosaic characteristics.The above characteristics provide a basis for the study of the traditional planning of national parks.(3)Put forward the planning strategy of traditional use area:(1)Country-led,community participation;(2)Control the community population density;(3)Control land use;(4)Constraints on resource utilization;(5)Guide the indigenous people to produce the way of life.(4)Derived planning principles of Traditional Utilization Areas in National Parks,includes:(1)Appropriate use of resources;(2)Inherit and carry forward the traditional way of production and lifestyle;(3)Economic efficiency,social benefits,ecological benefits of both.(5)Put forward the planning objectives of the traditional use area of the national park:(1)Develop community economy,improve community public service facilities and basic service facilities;(2)Protect the natural environment,biological resources and landscape resources.(6)Proposed the national park traditional use area planning elements,including natural elements,human elements and spatial elements.(7)This paper systematically combs the planning methods of traditional parks in national parks,including ecological sensitivity analysis,environmental carrying capacity and spatial control methods,and guides the study of the traditional utilization area of national parks.(8)This paper puts forward the planning contents of the traditional parks in the national park,including spatial planning,land use planning,population planning,community public service facilities planning,resource utilization planning,rural landscape planning,road and transportation facilities planning,environmental protection facilities planning,Recreational display planning and rural regulations and other content,to ensure that the development of the traditional use of national parks in line with scientific protection and rational use of the requirements.(9)The main indicators are:the ratio of the traditional utilization area to the area of the national park,the appropriate population density,the proportion of the traditional use of resources income accounted for the proportion of annual income,per capita construction land area,regional The ratio of per capita annual income to social per capita annual income,the per capita arable land area of traditional use area,the area per capita of traditional use area and the per capita ecological footprint of traditional use area,and so on.And the level of indicators to control the interference of human activities,for the traditional development of national parks to provide reliable protection.According to the above research contents,the planning strategy,planning principle,planning goal,planning method,planning content and planning index are applied to the case of traditional use area of Pingyuan National Park in Guangdong,which proves that the above contents It has the applicability and maneuverability,and realizes the balance between the natural protection and the utilization of resources in the traditional utilization area of the national park.
