| With the development of the times,the city is increasingly controlled by planning in the process of development.It is undeniable that planning plays an indispensable role in the socio-economic development.As two major planning that influence urban spatial layout development,Urban master planning and Integrated Land Use Planning do not cooperate with each other in the implementation process due to different management departments.The contradiction of "two skins" is increasing day by day.This issue has aroused attention of scholars and government.Some domestic cities have even started structural reforms and implementation of the "Two Plannings Combined" regulation.As capital city of Guangxi,Nanning plays the role of center city in Guangxi North Gulf Economic Zone.How to implement the "Two Plannings Combined" Regulation has become a research hotspot in Nanning.This paper uses the method that combines theoretical research and empirical analysis.Firstly,based on the analysis of development process and content of Urban master planning and Integrated Land Use Planning,this paper analyzes the similarities between the two aspects in the macro guidance on target and the differences in the planning system and technical level,thus putting forward the theoretical basis to achieve"Two Plannings Combined" Regulation.Secondly,analyzes the experience and inspiration achieved on implementation of’Two Plannings Combined" Regulation or "Multiple Plannings Combined"Regulation in other provinces and cities outside Guangxi to provide reference for the implementation of "Two Plannings Combined"Regulation in Nanning.Finally,analyzes the differences of "Two Plannings Combined" Regulation in Nanning from planning control target and land space layout,etc.and explore specific measures to achieve "Two Plannings Combined" Regulation in Nanning from aspects of the work methods,techniques and key of implementation and so on. |
