| The requirement of economic development is increasing with the reformation and openness and the construction of modernization of china,therefore,the problem of tensions of power supply highlight concomitantly.As a new type energy and with the environmental advantage,the solar power is widespread used in city lighting projects.The relevant state policies and the supports of the local government are all propel the use of solar photovoltaic products.As the north photovoltaic industry base,Jinzhou has massively preceded the photovoltaic lighting projects and the support facility constructions.However the cost overruns,extension of time and inadequate quality are always appear in the lighting projects.The problems during its construction are result from various factors.For instance,the rapid change of social subject and natural factors,the restrictions of technique,substance and management in project operations,and the easily interfered constructions itself.In this paper,Jinzhou Longqiwan Power Station Project is taken as example and its real situation is also analyzed reasonably.First,the domestic and overseas researches status of project management theory are analyzed and the results are as follows:the planning and control status of project progress are analyzed in the aspects of planning and process schedule control,and the main problems in project planning and scheduling are result from incomplete method of program and unsound schedule control scheme;the planning and control status of project qualities are analyzed in the aspects of planning and process quality control,and the main problems in project qualities control are result from unspecific control flow and nonstandard apply of quality control technology;the planning and control status of project qualities are analyzed in the aspects of project cost planning and control,and the main problems in project cost control are result from incomplete program method and half-baked cost control.Second,the planning and control problems of schedule,quality and cost in the Jinzhou Longqiwan Power Station Project are also analyzed,and optimized sequentially:the method of network-planning diagram is used to optimize the project schedule scheme and implementation schedule control,and the problems of schedule management are solved;the control chart method is used to optimize the quality flow control in the aspects of construction preparation and implementation phase;the earned value method is used to improve the cost control and optimized the cost-measuring system.Finally,the suggestion to solve the important and difficult issues may be encountered in project quality,schedule,cost planning and control scheme are also proposed. |
