With water shortage,serious water pollution,water ecological deterioration as the main content of the "water crisis" has become one of the bottlenecks restricting the sustainable development of social economy.Effective environmental regulation is a feasible way to improve the efficiency of resource use,alleviate environmental pollution and improve the quality of the environment.But recnet years,the effect of environmental regulation policy implemented by our country is not very good,and the quality of the environment is still deteriorating.The "free-rider" and "race to the bottom behavior of the government in environmental governance and environmental policy formulation makes the effectiveness of environmental regulation policy greatly reduced.It shows that the effect of environmental governance and environmental policy formulation have mutual influence between different provinces.Therefore,this paper focuses on the environmental regulation of water sources,takes the water regulation intensity as the research object,and deeply explores the spatial characeristics and the water saving and emission reduction in water regulation intensity.It has a great significance to formulate the correct water regulation policy and solve the "water crisis" problem.Centering on the water regulation intensity,using the "measure"-"spatial correlation"-"water saving and emission reduction effect" of water regulation intensity as a main line,this paper answers the following three questions:First,how about the spatial distribution characteristic and the changing trend of water regulation intensity?Whether there is a spatial dependence in water regulation intensity between different provinces?Second,from the water quality and quantity ponint of view,whether different types of water regulation intensity have special attribute the the water-saving effect and emission reduction effect?Three,how about the water saving emission reduction effect of water regulation intensiy when the spatial factors are taking into consider?Based on the all available eight water institutions public on internet from 1978 to 2014 in the 30 provinces,water regulation comprehensive intensity is estimated by the generalized mximum entropy method.And then,three types of indexes are built by the principle of water quality and quantity,comprehensive indensity index of water regulation(Fp),comprehensive indensity of water quantity regulation(Fq1),and comprehensive indensity of water quality regulation(Fq2).What follow is a analysis of three types of water regulation indexes about spatial distribution characteristics,changing tend,spatial correlation model and spatial dynamic transition.Finally,strucure a Spatial Panel Durbin Molde(SPDM)to capture the spatial spillover effect of water regulation intensity,and compare with the estimated results in tradictional econometric model.The main conclusions are as follows:(1)Water regulation intensity in provincial leve exists spatial gathering characteristics and spatial path dependence,which means the positive spatial autocorrelation and the stability of inter-regional spatial relations.Meanwhile,the development path of different types of water regulation intensity has both similarities and differences.(2)Water regulation intensity has spatial spillover effec.The water saving and emission reduction effect of local area is not only influenced by the water regulaion intensity of local area,but also by the water regulaion intensity of "nighbor" region.The spatial spillover effect of inter-provincial water regulation intensity has a promoting effect on the overall level of water saving and emission reduction in China.(3)Enhancing the water regulation intensity can improve the effect of water saving and emission reduction,while water saving effect and emission reduction effect produced by different types of water regulation system are obviiously different.The water quality regulation intensity has special property on the emission reduction effect.
