The rapid development of industrialization and urbanization has made the contradiction between supply and demand of water resources increasingly prominent.The Yangtze River Economic Belt is one of the most important industrial agglomerations in China.At present,the industrial development path is relatively extensive,and the industrial water consumption has remained high.This has hindered the improvement of industrial water use efficiency and the development of the Yangtze River Economic Belt Industry.Therefore,it is of great significance to carry out research on industrial water efficiency.Research has focused on the measurement of industrial water efficiency and lack of investigation into its spatial spillover effects.This paper mainly measures the industrial water use efficiency of the Yangtze River Economic Belt by Data envelopment analysis,analyzes its spatial correlation,and establishes a spatial measurement model to study the spatial spillover effect of industrial water use efficiency,and finally proposes countermeasures.First of all,this paper combs the relevant research and methods on water use efficiency at home and abroad,and summarizes the research results on the measurement of industrial water efficiency,the influencing factors of industrial water use efficiency,and the spatial spillover effect of industrial water use efficiency,descriptive statistical analysis was conducted on water resources and industrial water use in the Yangtze river economic belt from2007 to 2017,summed up the Yangtze River Economic Belt is rich in water resources,with large annual water supply and large industrial water consumption.Secondly,select appropriate input and output indicators,using the SBM-DEA model of the data envelopment analysis method measure the industrial water efficiency of 11 provinces and cities in the Yangtze River Economic Belt from 2007 to 2016.The overall and regionalperspectives analyze the industrial water use efficiency of the Yangtze River Economic Belt.The study shows that the industrial water use efficiency of the Yangtze River Economic Belt is generally not effective and the industrial water efficiency in the downstream areas is the highest.And the spatial correlation analysis of industrial water efficiency values shows that there is significant spatial correlation between industrial water efficiency in the Yangtze River Economic Belt,both in general and locally.Thirdly,using the spatial Dubin model for the inter-provincial panel data of industrial water use efficiency and various impact indicators in the 2007-2016 Yangtze River Economic Belt,the spatial spillover effects of industrial water use efficiency and its influencing factors in 11 provinces and cities in the Yangtze River Economic Belt are analyzed.The results show that there is a significant spatial spillover effect on the industrial water use efficiency of the Yangtze River Economic Belt.Among them,industrial water consumption,industrial wastewater discharge,industrial enterprises R&D expenditure,and tertiary industry added value have significant effects on the industrial water efficiency of the Yangtze River Economic Belt.Industrial water consumption in adjacent areas,per capita GDPin adjacent areas,industrial wastewater dischargein adjacent areas and R&D expenditure of industrial enterprises in adjacent areas have a significant impact on local industrial water use efficiency.Based on this,it is proposed to vigorously promote the development of the tertiary industry;develop industrial technology;reduce industrial wastewater discharge;improve relevant mechanisms for industrial water-saving policies;and strengthen regional cooperation.
