Due to the increasing level of urbanization,urban planning unreasonable,the rapid increase in car ownership and so on,more and more cities have traffic congestion problems,it needs additional traffic demand management tools in line with the development of public transport in order to control the further spread of traffic congestion.Many foreign cities show that the collection of traffic congestion charges can effectively control traffic congestion.Firstly,the concept of congestion cost and urban public transport are introduced.This paper introduces the indicators of traffic congestion,mainly based on the basic traffic parameters such as road speed,traffic density and traffic volume.It summarizes the conditions of the congestion charge.Draw lessons from the experience of foreign toll cities,analogy with the domestic highway toll system,summarize the congestion charging system,and classified according to different classification methods.Congestion charges have the greatest impact on the private car flexible travel.Congestion charge can smooth travel peak and guide the peak shifting trip.A survey of private car travelers in Nanjing showed that about half of travelers are willing to pay to make the road more clear,but there are still many people doubt the effect of congestion charges.Discussing and summarizing the opportunities and challenges that the urban public transport system will face after the congestion charge.Secondly,the paper puts forward the concept of the best section sharing rate of public transport based on making full use of road resources and ensuring the smooth flow of roads.It divides urban roads into four categories,establishes a multi-modal public transport planning model,prepares for congestion charges,And select the appropriate charge format.Thirdly,appropriate indicators and evaluation methods are selected,the standard value of the indicators is determined.An evaluation index system model of urban public transportation adaptability after congestion charge is constructed.Finally,based on the investigation and analysis,it is assumed that Huai'an city will collect the congestion charge,analyze the current traffic situation,then carry on the multi-mode public transportation planning to Huai'an city,select the appropriate charging system,research for adaptive of public transport according to the construction adaptability evaluation index system.
