Water is the origin of life,the key of production,and the base of the ecology.With the rapid development of urbanization,the contradiction between supply and demand of water resource is increasingly prominent and has become an important bottleneck of sustainable urban development.The vital issue of the water resource in China is utilization efficiency.This paper applied Network BAM model to measure the efficiency of urban water resource system of 29 provinces in China during the period of 2003-2014,and analyzed the factors that caused the inefficiency of the system at the same time.It is found that there are obvious temporal-spatial differences in the efficiency of urban water resource system in China.From the prospective of spatial,the east region performs better than other parts in both production stage and the decontamination stage;the western region has higher comprehensive efficiency and decontamination efficiency over the central region;while the production efficiency shows a descending order from the east to the west.In the view of time,the efficiency of urban water resource system is decreasing over the period of 2003-2014.It is the inefficiency of water input that caused the inefficiency of the production stage;meanwhile,the main factors that lead to the inefficiency of waste water decontamination stage are the inefficiency of desirable output and input.There are great reduction potentials for COD and NH4-N,and efforts should be made to improve the technology level of sewage treatment to optimize the decontamination efficiency.The results of OLS regression and Tobit regression model indicate that whether in the east,central,west area or the whole country,the efficiency of urban water resource system has significantly positive correlation with the urbanization,per capital gross domestic product,the proportion of secondary industry,the ration of capital and labor as well as per capital sewage infrastructure investment,but has negative relationship with per capital water consumption.The input of R&D also shows insignificantly positive correlation with the efficiency of urban water resource system.Based on the results above,we suggest the authorities pay more attention to the regional differences of the urban water resource system,and promote economy development in backward areas.Moreover,adjust the industrial structure,and import the advanced technology to improve the efficiency of water utilization and sewage treatment.It's also of great importance to strictly implement the most stringent water management system.Only in this way can we realize the harmonious development of man and nature and build a beautiful China.
