Water is the indispensible resource that ecological systerm rely on to live. With economic development, water resource problem has been in the center of the media focus and in desperate need of resolution. This paper researches on the water use efficiency of Hei River Zhangye part and proposes the management suggestions on water to make it more efficient.This paper divides Zhangye into different counties and computes the2002-2009(without2008data because of data missing) agricultural, industry, living, production, ecology and total water use efficiency in Ganzhou, Shandan, Linze, Gaotai, Minle and Sunan using data enveloping analysis. Then we divide each county into developed, developing and undeveloped area with GDP of these counties in the research period. It could be found that water use efficiency is totally different among different regions and among different applications. Research found that relationship between agricultural, industrial, ecological, total water use efficiency and economy development is in accordance with the Kuznets curve and the living water use is different with the curve. In the aspect of living water use, developing area has surpassed the point of inflection of Kuznets curve and developing towards resource-economy harmony trend. Then the water use efficiency is decomposed with malmquist index to research on core attributes of water efficiency promotion and technology upgrading impact on area water efficiency. After that, solid evidence research is conducted to find real attributes of water efficiency. We chose related index and analyze the model with Tobit regression and finally found water consumption is in negative correlation with water use efficiency and GDP, secondary industry proportion and female percentages are in positive correlation with water use efficiency. Finally we gave suggestions on water resource management according to research findings and actual circumstances of each region.
