In recent years,large-scale blackout occurred frequently in the world.They caused huge econcmic losses and adverse social impact.After power failure,it is necessary to take effective measures to restore the power system quickly,especially,for the self-restarting of isolated systems.An effective black start scheme can be used to guide the system restoration to reduce economic losses and social chaos.Southern power system of Hebei is important for transplanting power from west to east,and it is crucial channel for mutual supply from north to south,so research of the restoration plans after blackout is very important.The problem of finding the optimal partitioning scheme by using the external power supply is mainly discussed in this paper.According to the position of external power supply,the entire power grid is reasonably divided into several subsystems and a parallel restoration scheme is established.Development of the subsystem recovery schemes is researched,and the position for connecting to the main power grid is checked.The effectiveness of the proposed scheme is validated by the results based on the real data of the southern power system of Hebei.The entire power grid is divided into four subsystems: Baoding,Shijiazhuang,Xinghan and Hengcang.Rational black start recovery program of every subsystem is developed and the related requierments for executing the restoration scheme are given.The scheme presented in the paper can provide effective decision-making support for dispatchers to restore the power system quickly,and then reduce the economic losses and adverse social impacts from the blackout.
