With the increasingly complexity of modern electric power system network,more and more higher voltage level,the problems of the stability of power grid and the system restoration after blackout problems gradually attract the attention of the experts both at home and abroad.Power system black start plans can help the operator effectively to restore power supply quickly at the event of a blackout.However the process of black-start involve in transient analysis and steady-state analysis of electric power system,further study of black-start problem for power grid stability has very important significance.Combined with the domestic and foreign knowledge of black-start currently,the main content of the paper is as following:The method of evaluating the current domestic and international black start scheme is very important for a black start scheme,so methods are summarized in this paper,and the paper presents a complete,multi-attribute evaluation program for black start schemes utilizing combined Vague method and PROMETHEE method.Therefore,the unique feature of each attribute is preserved while all attributes are transformed into the same scale for comparison so that the objective essence of attributes is preserved and fully utilized.Thus a more accurate and credible sorting result was obtained.Evaluation results on real-world power systems demonstrate the effectiveness of the method.The team have completed a design of software for assistant decision making of the large grid from analysising comprehensively the demand of on-line power grid black-start scheme generation technology,the Key equipment models,system restore partition,the methods of searching paths,the overvoltage,the stability of voltage and frequency and the methods of evaluation.Tianjin black start simulation results have proved the effectiveness and practicability of this support system software.As black start is the last defence line to ensure security and stability of large grids,research achievements got in this project is of great significance for developing emergency support capabilities and crisis management capabilities of the State Grid.
