In recent years, the development of new urbanization and agricultural modernization in China is accelerating, and the demand for electricity in rural areas is increasing rapidly.State grid operating within the county power grid electricity consumption growth in the 12 th Five-Year period higher than the national average electricity consumption growth rate of 1.1 percentage points. Is expected to "13th Five-Year" period, rural power demand will still maintain a growth rate of over 7.7%.However,the current rural power grid in China is very weak, the lack of overall planning, especially some new cross county power supply enterprise, low voltage, power shortage, neck cards and other prominent, affects the upgrading of rural consumption and agricultural modernization. Therefore, the rural power grid upgrading road is long;the center of the village is the key to upgrade rural power grids. In this paper, the existing theories and methods based on,based on the analysis of the status quo of rural power grid in Quyang County,to carry out the electric power demand forecasting center of the village, using the maximum load utilization hours to predict the result of checking, distribution network planning and research center of the village construction needs optimization, analysis center planning and village distribution network effect and investment benefit. This study will provide the basis to optimize the construction sequence and the direction of investment,is of great significance to enhance the "13th Five-Year" during a new round of rural power grid investment benefit and efficiency of precision. This can help the company to develop practical planning and design, and really lead the implementation of the rural power grid construction process.
