Research On The Earned Value Method Of Drainage Facilities Management In New Residential Districts

Earned value method is a kind of evaluation method based on cost-progress index,which can integrate cost and progress into a model,so as to monitor the change of cost and progress in order to provide reference for the next work and forecast information by monitor and correct deviation,guarantee the smooth operation of project.However,Earned value method also has its own limitation,such as the neglect of quality factors,and can only reflect the overall deviation with the lack of finding the problem work package.Drainage facilities project in new residential districts combine rain water and sewage systems.Its main characteristic is engineering is relatively small and simple,and has strict limit on timescale and cost,as well as high quality requirements.Due to the rapid development of real estate in recent years,drainage facilities project in new residential districts is increasing often faced with dozens of project management.The previous extensive management mode has been difficult to apply at this moment,such as the organization management is not appropriately,the lack of dynamic monitoring on cost and progress,the neglect of quality and risk factors,and without the forecast of development tendency.This paper tries to take earned value method into the existing management mode and put it into use in A residential area,combine the second-level earned value method,quality-risk earned value method and GM(1,1)mode to monitor the cost-progress-quality-risk of the project,so as correct the deviation in time in order to guarantee the smooth operation of project.With the successful use in A residential area based on the earned value method,this paper discuss the prospects of the earned value management in drainage facilities project in new residential areas,put up with the team and system guaranty.Finally,this paper proposes a new organization structure model,this model is similar to the project group of organization structure,is made up of various professional engineering project managers and professionals,which can coordinate and bring under unified management,as well as can expand the earned value management to other projects in new residential areas.
