With the continuous development of socialist market-based economy of our country, the management level of construction projects has been improved gradually. The pipeline project of water supply and drainage plays an important role in housing construction and municipal engineering. In fact, the importance of pipeline project of water supply and drainage was easy to be ignored, especially in cost management. Therefore, how to control a reasonable cost of pipeline project of water supply and drainage is the key to improve the regional economic pattern and make profits to the national economy, which can reduce the investment of the construction units, the cost of the building unit, and maximize the profit of the enterprises. Based on working experience of the author, this paper studied and analyzed the cost management of pipeline project of water supply and drainage, providing some suggestions about cost management work for municipal public industry. Conclusions were given as follows:1)The current situations and problems of domestic cost management in the water supply and drainage pipeline projects were summarized.2)During the design stage, the pipeline layout, project implementation plan, pipeline materials and earthwork volume were analyzed under quota design method. Based on the case of pipe burst in Dinghuaimen Street and diversion works of Nanjing Public Health Center, Concrete embodiments of the construction was made and optimized from three construction plans—— trenchless technology, pipe jacking and directional drilling. Different water supply models that elevated water tank and variable velocity pump on water supply pipework of No.158 land in Yanghuihong Village were established respectively based on value engineering theory. The cost and function coefficient that figured out from life cycle cost and the function index of models was analyzed, and the value coefficient was got. According to the calculation results, the better water supply plan of frequency control was chosen at last.3)During the tender and bidding stage, the application scope and cost effect was evaluated by the method of lowest tender and comprehensive scoring in pipeline project of water supply and drainage. The method for diversion works of Wanshou bus stop (Maihua Road) and Nanjing Public Health Center was that comprehensive scoring, which had a prospect in small and middle sized pipeline project of water supply and drainage.4)During the construction stage, the cost of outside pipeline project of water supply and drainage in affordable housing of Shangfang Bridge was managed by the method of earned value. By comparing the anticipated progress and the actual progress as well as the anticipated cost and the actual cost, the causes of deviations were located and a deviation was rectified timely. In outdoor water supply pipework of G52 land, outdoor water supply pipework of S&G land of first affordable housing in Swallow Rock and water drainage pipework of Songzhou Road, causality analysis method was used to analyze the causes of projects changes and their influence on construction, which had a reference significance in the next actual project. An item-by-item analysis to evaluate the rationality of claims in the project was given in diversion works of Nanjing Public Health Center, by the method of Network diagram analysis, which would promote the standardization of claims in pipeline project of water supply and drainage.
