A Study On The Key Influencing Factors And Countermeasures Of Renovation Project Cost Control In Universities

Restoration project management in colleges and universities is the guarantee of daily teaching,scientific research and learning life for teachers and students.It’s an important work to promote the development of the school.With the expanding of the scale of universities,the amount of campus constructions and infrastructure constructions is increasing year by year.What’s more,lots of old school buildings,and various supporting facilities have been disrepair for years.So,in recent years,colleges and universities are faced with more and more repair and retrofit task.How to control the restoration project funds within the approved limit,maximum limit to reduce the engineering cost,effectively preventing the cost out of control have become new challenges and issues for department of logistics management in colleges and universities in the new period.Restoration project in colleges and universities has its own characteristics,they are mainly non-operational,the construction time,involved in technical work,rich in emotion,etc.These characteristics determine the difficulties of the hard to coordinate,tight construction period,involving numerous technologies,big risk factors and requesting managers with higher personnel overall quality in colleges and universities renovation project cost control.In order to control the cost of engineering better,finding the influencing factors of cost control is the key.Based on the references related to this topic in recent five years of research,it is concluded that the factors affecting the project cost out of control are: the investment estimation,design quality,feasibility study,preparation,engineering change according to the list of quantities,material price,construction period,labor costs and so on with a total of 30 items.Through further interviews to expert,it is concluded that the key factors are: investment estimation,design quality,feasibility study,the quantity of establishment and engineering changing,which draws the conclusion that the project cost control should mainly be around the following aspects: paying attention to the overall planning,improving the decision-making plan,completing the investment estimation,optimizing the design of the project plan,improving the design quality,making bidding system standard,preparing the bill of quantities carefully,ensuring the quality of bill of quantities,strengthening contract management,controlling engineering changing,reducing the engineering claim,reviewing materials comprehensively and being strict to the completion settlement.Finally,through analyzing the restoration project instance of T university’s library,it will confirm the key influencing factors above again.This paper aims to study the key factors of repairing engineering cost control in colleges and universities,with which we can control the cost of the whole repairing engineering more effectively so as to make some exploration and efforts to promote the restoration project cost management standardization,systematization.
