The surveillance methods currently existed in civil aviation served for air control have their drawbacks.The secondary radar and ADS-B receive signal in a passive way totally depending on responders,and even more dangerously,ADS-B has the possibility of data deceiving,while traditional primary radar works bad in precision and usually has blind areas.To cope with this,we need to develop Multi-Static Primary Surveillance Radar,short as MSPSR.A calculated distribution for MSPSR is very important to guarantee the performance,the area covered,and to cut off cost.The main work of this paper is the research of detecting range,precision with covering model proposed,and solutions for key-problems in practical distribution.This paper's research provides theoretical and practical basis for MSPSR distribution,which has very important theoretical value and practical meanings.The paper firstly introduces the method MSPSR works,and proposes a distribution of transmitters and receivers with verification of its GDOP(Geometric Dilution of Precision)through simulation on platform MATLAB.Then the covering range and covering model followed with tactical solution for distribution in airway turn are discussed.Finally are the simulation of part of airway B213 in GIS(geographical information system)software and principles in MSPSR deployment.
