Since the 21 st century,social progress and development as well as human life rely on the safe and reliable power supply.The power distribution network as an important part of electric power system connects user and power generation and transmission system,meanwhile transfers service concept to users.According to the rapid pace of urbanization,the demand of constructing distribution network is growing,so the same as the requirement of distribution network construction management level.At present,China's distribution network construction is developing rapidly,but the level of construction management of distribution network construction project is still in a relatively extensive management phase.In the construction process,experience is still the dominant.As advanced management methods with a series of standardized procedures and perfect construction management system which can keep the construction process within bounds have not be widely used,it is urgent to rely on modern network technology and information management technology to develop the fine management mode.Since the construction of distribution network covers multiple levels and the operation and management personnel is shortage,the traditional management mode of engineering construction and the experience is not enough to solve the problems occuring in the large-scale distribution network construction process.It is urgent to explore how to employ multimanagement for achieving the goal of distribution network construction project,realizing the harmony and unification among economic benefits,social benefits and environmental benefits,and meeting the requirements of sustainable development.In addition,due to the management effect evalusation of the distribution network construction still relies on the experience other than scientific methods,it is necessary to establish a scientific evaluation system of multidimensional construction management.Once the subjective information is quantified,it provides scientific and reasonable reference for decision makers to optimize the construction management plan of distribution network.Traditional engineering construction focuses on the management of time,quality and cost,but ignores the necessity of green management.This article introduced green management into the traditional project management theory and expounded the concept of multi-management on distribution network construction project.Based on the analysis of the subsistent problem in the multi-management aspect,a systematic multi-management system was put forward.This paper first reviews the relevant theories of project management,focusing on the time,quality,cost and green management from the aspects of meaning,principles,methods,etc..Based on the discussion of the connotation of the construction project management,the paper analyzes the present situation and problems in the process of managing the distribution network construction project.To solve these problems as well as obtain the objectives,the article selected indexes from the schedule,quality,cost,green respectively.The reasonable and comprehensive evaluation index system can reflect the effect of multi-management.in distribution network construction project.The index weight was calculated through analytic hierarchy process(AHP),and then the distribution network construction project multimanagement effect evaluation model was established based on the analytic hierarchy processfuzzy synthetic evaluation model(AHP-FCEM).Finally,the article took a case study to verify the model.According to the evaluation index system and evaluation model built in this paper,the construction project multi-management effect is analyzed and some related suggestions are put forward to solve the main problems.The feasibility and validity of the evaluation index system and evaluation model are verified by the case study.This work is helpful to find out the subsistent problems and weak link.What's more,it can provide useful suggestion for the elaborate and multidimensional management in the distribution network construction project.
