China's rural power grid transform and upgrade since the end of last century.Distribution network project scale gradually expanded.In 2002,China carried out the first round of rural power grid transformation and upgrading,and in 2015,the country carried out a new round of distribution network construction transformation action plan.The construction project which model using the project general contracting is more efficient and the amount of funds to 2 tillion.China launched the EPC general contract project management model since the 1980 s.After recent years of development,China's comprehensive distribution network which EPC project management model have been gradually improved in the organizational structure and system functions.More and more engineering contracting enterprises contract works using EPC general contracting model,and actively join market competition of the distribution network contracting.However,There are many problems in the project management of distribution contracting enterprises due to China's research started relatively late on modern project management.Such as weak general contract strength,vicious competition with the industry,weak claims and so on.Based on the background,this paper focuses on the relationship between the environmental factors and the weight of the distribution project with a wide range of points.The author first uses the qualitative method to identify the environmental factors of the distribution power engineering project,and then uses the first-class distribution network analysis method get a number of major factors through the investigation of distribution network,equipment operation,construction and so on.Different environmental factors in the different stages of the implementation of the power project will inevitably pose a risk to project management.Combined with different implementation stages of environmental factors and different types of environmental factors,managers can be targeted to carry out the risk of intervention and be efficiented to implement the risk of management.Using the previous conclusions,the author analyzes the specific cases of the general contracting of Qingdao Jiaozhou Airport,and analyzes the problems existing in the project.At the same time,based on the conclusions that have been drawn,the author has adjusted the organizational structure of the project and put forward the rationalization proposal to improve the execution of the project management.
