Research On The Design Strategy Of Urban New District Regulatory Detailed Planning For Sponge City Construction

With the acceleration of urbanization in China,a large number of population swarms into cities.As a result,new urban districts are in urgent need to provide more water resources and a better water environment to meet the production and living demand.Now China is actively promoting the construction of sponge cities,wishing to improve water environment and further control the urban inland inundation,cut down runoff pollution,improve water quality in river and lake,recycle rain water resource as well as supplement underground water,etc.In order to find the reason of water environmental degradation,the thesis studies the water quality status during the construction of new urban districts,with the purpose to make the cities rethink that in order to seek economic benefit maximization and land utilization maximization,the current regulatory plan compilation method they used during urban construction process damages the water environment.Regulatory plan is one of important legal documents for urban planning administration of China and its compilation achievement shall include guidance to the construction of sponge cities.The thesis aims to discuss new urban districts regulatory plan design strategy suitable for the construction of sponge cities,wishing that the new urban districts regulatory plan can guide the construction of both sponge cities and other new districts in virtue of one achievement,that is,to combine the construction content of sponge cities with that of other new districts.The thesis learns the theories of sponge cities and related theories of new urban districts design at home and abroad as well as national relevant laws and regulations and practical experience.Also,combining with design methods of traditional regulatory plans formed within decades and design achievement advantages,it reconstructs and integrates traditional regulatory plans and the construction requirements of sponge cities,and finally gets eight design strategies which are ecological security pattern protection strategy,water bank environment design strategy,urban green interlaced design strategy,guidepost decomposition design strategy,road section design strategy,rainfall-sewage project planning design strategy,park green space design strategy and underground space exploitation strategy,so as to bring convenience in accurately guiding the construction of sponge cities in the level and regulatory plan.At last,the eight design strategies are applied into the regulatory plan design of Shuitian New District in Yanjin County for empirical study.It is proven after examination that regulatory plan design result combined with the construction of sponge cities is operable which can improve urban environment and urban vigor.
